Loop 375 Border West Expressway

The Loop 375 Border West Expressway (BWE) project is located in El Paso County, El Paso, Texas.  The project consisted of the construction of an approximately 6.9-mile tolled highway facility.

A portion of the project was constructed through a former copper smelting facility owned by American Smelting and Refining Company (ASARCO).  The former ASARCO site is included on the Environmental Protection Agency’s National Priority List.  A large portion of the BWE project was also constructed within Union Pacific Railroad (UPRR) right-of-way (ROW) and a smaller section within Burlington Northern Santa Fe (BNSF) ROW.  aci environmental consulting served as the environmental subcontractor for Abrams-Kiewit Joint Venture (A-KJV) and provided the Environmental Compliance Manager (ECM).  A-KJV was the design-build contractor for the Texas Department of Transportation (TxDOT). 

To fulfill contract documents, A-KJV was contracted to remove and reconstruct two UPRR main-line tracks, including removal of all hazardous materials encountered during construction within UPRR ROW. The hazardous material consisted primarily of arsenic and lead-contaminated slag generated from the smelting process at the former ASARCO site. In accordance with the Loop BWE Technical Provisions, preparation of an individual Site Investigation Report (SIR) was required for any area where hazardous materials were encountered during construction activities. Per Texas Commission on Environmental Quality (TCEQ) regulations, A-KJV was also required to prepare a Self-Implementation Notice (SIN) for submittal and approval by TCEQ.  aci environmental consulting personnel, on behalf of A-KJV, were instrumental in preparing the SIN in coordination with Arcadis.  aci personnel also prepared a total of 24 SIRs, along with a comprehensive Soil and Groundwater Management Plan (SGMP), approved by TxDOT.
